Welcome to the Oceanic Bridge (S-31) Replacement Project website!

The County of Monmouth plans to replace the Oceanic Bridge (S-31) on CR 8A over the Navesink River and implement improvements to the bridge and roadway approaches to improve deficiencies and enhance safety for all modes of transportation. The bridge was built in 1939 and has structural and functional limitations that do not meet today’s design standards and transportation needs.

Monmouth County, in coordination with the New Jersey Department of Transportation (NJDOT) and the North Jersey Transportation Planning Authority (NJTPA), completed the Local Concept Development (LCD) Study and has advanced the project to the LPE phase as of Spring 2025. After completion of the LPE phase, the project will progress to Final Design and Construction phases, using federal funding. Each phase requires approximately 24 months to complete.

Community involvement is an important part of this bridge project, and the Project Team encourages the community and general public to participate and provide input during the LPE and future phases.
